Post a bid or an offer
Sujetos Delegados post their issued CAE with price and volume. Sujetos Obligados post their purchase bids with a maximum price.

Matching and contract
When the criteria match, the platform generates a sale contract with the regulatory data. The parties confirm.

Transmission and payment
The seller has 5 business days to submit the transmission request to MITECO. SEPA payment is made directly between the parties.

To sell CAE on the Market, you first have to issue them. The CertificAhorro Gestion platform covers the entire cycle: calculation with the 114 IDAE datasheets, 9 regulatory documents, S1 form, ZIP file and tracking through to settlement in the Registro Nacional.

Restricted access
Only organizations with the regulatory role of Sujeto Obligado (Art. 4 RD 36/2023) or Sujeto Delegado (Art. 5 RD 36/2023) can trade.
Minimum volume: 30 MWh
Applicable per transaction. Allows partial sales of the total issued volume.
CAE valid for 3 years
Certificados de Ahorro Energético expire three years after issuance. They cannot be sold after their expiry date.
Commissions from 0.15%
Seller fee based on the SaaS Gestion plan (0.15%-0.70%) + buyer fee based on 12-month volume (0.15%-0.60%). Billed separately. Direct SEPA payment between the parties. View the grid

What is CertificAhorro's Secondary CAE Market?
CertificAhorro's secondary Market is the first Spanish platform dedicated to the trading of Certificados de Ahorro Energético between Sujetos Obligados and Sujetos Delegados accredited by MITECO. It runs on a transparent order book compliant with Real Decreto 36/2023: public prices, auto-generated sale contracts signed electronically in accordance with Reglamento UE 910/2014 eIDAS, and direct SEPA payment between the parties without an intermediary escrow.
What is the minimum volume per transaction?
30 MWh per operation, in accordance with article 14.6 of Orden TED/815/2023. The total issued volume may be split across several transactions with different buyers, provided that each individual operation meets that regulatory threshold. The system automatically rejects orders below the minimum.
What commission applies to the seller and the buyer?
The seller commission ranges between 0.15% and 0.70% depending on the Sujeto Delegado's SaaS Gestion plan: 0.70% with no subscription, 0.35% for Corporativo customers (399 EUR/month) and 0.15% for Delegado customers (899 EUR/month). The buyer commission ranges between 0.15% and 0.60% depending on the purchase volume accumulated by the Sujeto Obligado over the last 12 months. Each party receives its own invoice separately in accordance with Real Decreto 1619/2012. Full grid available at /mercado-cae/comisiones.
Who can access the Market?
The Market is reserved for Sujetos Obligados (retailers and distributors accredited in accordance with article 70 of Ley 18/2014) and for Sujetos Delegados accredited by MITECO under article 5 of Real Decreto 36/2023. Currently 66 Sujetos Delegados appear in the official register published by MITECO. Operational access is in closed beta and requires an invitation validated after a review of the accreditation.
How do I request a beta invitation?
Registration is done at /registro?producto=mercado, indicating the regulatory role (Sujeto Obligado or Sujeto Delegado). The CertificAhorro team manually validates the request within 2 to 5 business days, verifying the public MITECO accreditation and the mandatory KYC checks: identity, corporate structure, power of representation and source of funds for Sujetos Obligados.
How long does the settlement of a transaction take?
Once the sale contract is signed, the seller has 5 business days to submit the transmission request to MITECO through the Registro Nacional de CAE. SEPA payment is made directly between the buyer and the seller using the bank details exchanged on the platform: CertificAhorro acts neither as escrow nor as financial intermediary, it only invoices its platform commissions.
How is the price of CAE set?
The price is set freely by the parties based on the matching of supply and demand in the order book. As a reference, the market range observed in 2026 sits between 115 and 140 EUR/MWh, below the FNEE 2025 price ceiling of 189.17 EUR/MWh published by MITECO. CertificAhorro publishes daily indices (volume-weighted average price, median, minimum and maximum) available at /mercado-cae/precios.
Are the generated contracts legally binding?
Yes. The sale contracts are generated automatically with the regulatory data required by article 17.2 of Orden TED/815/2023 (identification of the parties, volume in MWh, price and CAE references) and signed electronically via DocuSeal with an eIDAS SES signature in accordance with article 25 of Reglamento UE 910/2014. Each contract includes a SHA-256 hash, a timestamp and an immutable audit trail with full evidentiary value.
What VAT applies to the commission?
HM Capital SARL, the publisher of CertificAhorro established in France, invoices its commissions without IVA to the Spanish client under the reverse charge regime of article 84.Uno.2º of Ley 37/1992 (intra-Community B2B reverse charge). The client self-assesses the 21% IVA on the modelo 303. The mandatory legal notice appears on the invoices and the detailed explanation is available at /mercado-cae/comisiones.
Who supervises the CAE Market?
Supervision is shared among three authorities: MITECO (the CAE system and Registro Nacional in accordance with Real Decreto 36/2023), CNMC (energy markets and competition enforcement in accordance with Ley 3/2013) and AEPD (personal data protection). CertificAhorro also maintains an internal regulatory compliance audit of 99.3% across 156 control points, updated on 19 April 2026.
