FAQ
Frequently asked questions about CAE and CertificAhorro.
Everything you need to know about Certificados de Ahorro Energético, the regulations, the MITECO fiches and our platform.
Regulatory compliance and CAE calculations
Do CertificAhorro's calculations comply with RD 36/2023 and Orden TED/845/2023?
Yes. All of the platform's formulas strictly follow Orden TED/845/2023 and MITECO's official catalogue of fiches. Each parameter is referenced to its regulatory source and the system automatically validates the regulatory thresholds, such as the minimum luminous efficacy of 130 lm/W for LED replacements.
Are the files generated by CertificAhorro accepted by ENAC verifiers?
The calculations follow exactly the official formulas of each MITECO standardized fiche. The automatically generated file includes all the supporting documents required by the verifier: parameters, detailed calculation, regulatory reference and complete D1-D5 documentary checklist.
How many MITECO standardized fiches are available on the platform?
All plans (Básico, Profesional, Corporativo and Delegado) provide full access to the 114 standardized IDAE fiches in the catalogue. CertificAhorro Intelligence can detect fiches among the 114 in the catalogue.
How is the economic value of a Certificado de Ahorro Energético calculated?
In Spain, 1 CAE is equivalent to 1 kWh of annual final energy savings (RD 36/2023): only the savings achieved in one year are counted, they are not multiplied by the useful life of the action. The economic value is obtained by multiplying the annual savings in MWh by the CAE market price, which varies approximately between 50 and 150 EUR/MWh depending on the sale conditions. For example, an action that saves 50 MWh/year generates 50 MWh of CAE, with an estimated value between 2.500 and 7.500 EUR.
CertificAhorro Intelligence and features
What is CertificAhorro Intelligence and how does it extract parameters from documents?
CertificAhorro Intelligence is CertificAhorro's proprietary technology that analyzes invoices, technical data sheets, quotes and energy certificates. It automatically detects the corresponding CAE fiche among the 114 in the MITECO catalogue, extracts each parameter with a confidence score (High, Medium or Low) and validates the values against the fiche's constraints before creating the file.
What document formats does CertificAhorro Intelligence accept?
CertificAhorro Intelligence accepts PDFs, images (JPEG and PNG), Word documents and Excel spreadsheets. Once the parameters are extracted and validated, a single click is enough to create the complete file with the original document automatically attached.
How long does it take to assemble a complete CAE file with CertificAhorro?
With CertificAhorro, a complete CAE file can be processed in less than a day. Without the platform, the manual process with Excel spreadsheets usually takes about 3 weeks, with a risk of calculation errors and coordination problems with ENAC verifiers.
What indicators and KPIs are available on the dashboard?
The dashboard shows in real time the total MWh generated, the overall estimated value of the CAE, the breakdown of projects by status, the monthly trend and the sector distribution. Automatic alerts flag the files that require urgent action.

CAE system and Spanish regulatory framework
How does the Certificados de Ahorro Energético (CAE) system work in Spain?
The Spanish CAE system, governed by Real Decreto 36/2023 and Orden TED/845/2023, requires obligated parties (energy retailers) to justify energy savings annually. To do so, they turn to MITECO-accredited delegated parties, who carry out or finance energy efficiency actions. These are documented through standardized fiches from the MITECO catalogue and are verified by ENAC entities before the certificates are issued. The 2025 obligation amounts to 4.942 GWh according to the CNMC.
Who can be a delegated party in the Spanish CAE system?
Delegated parties are entities accredited by MITECO to manage energy saving actions and generate CAE. To obtain accreditation, the entity must meet the technical and administrative requirements of RD 36/2023 and Orden TED/815/2023: demonstrated technical capacity, financial solvency and an action plan. As of April 2026, there are 66 delegated parties accredited by MITECO in Spain.
What happens if a CAE file is rejected by the ENAC verifier?
The delegated party must correct the deficiencies flagged by the verifier (calculation error, out-of-range parameters, incomplete or inconsistent documentation) and resubmit the file. Each rejection means a delay in issuing the CAE and an additional operating cost. The most frequent reasons are errors in power values or operating hours, and incomplete D1-D5 documents.
What documentation is needed to process a CAE file?
Each CAE file requires five documents: D1 (baseline situation of the existing equipment), D2 (technical documentation of the new equipment), D3 (invoice or contract for the action), D4 (before-and-after photographic report) and D5 (justifying calculation of the energy savings). CertificAhorro automatically generates the D5 document.
Which CAE fiches are most used in the industrial sector?
The most requested fiches in the industrial sector are: IND050 (replacement of lighting with interior LED), IND240 (installation of a variable speed drive), IND090 (replacement of a compressed air compressor), IND280 (replacement of a pump with a high-efficiency pump), IND040 (replacement of a boiler with a heat pump for process) and IND010 (improvement of pipe insulation).
Who can use CertificAhorro and who is it for?
CertificAhorro is designed for MITECO-accredited delegated parties, companies that manage CAE files and public bodies or high-volume entities that need to manage multiple CAE projects in a compliant, efficient and auditable way, without relying on Excel spreadsheets.
Is it mandatory to use specific software to manage CAE files?
No. The regulations do not require the use of any particular tool. However, the complexity of the regulatory calculation (114 fiches, specific formulas, updated coefficients), the D1-D5 documentary requirements and the volume of files make manual management slow and error-prone. Each ENAC verifier rejection has a direct cost. A platform like CertificAhorro reduces these risks and multiplies the team's operational capacity.
Workflow and advanced features
What is the S1 form and how does CertificAhorro generate it?
The S1 form 'Solicitud de emisión de CAE - Estandarizadas' is the official document that must be submitted on MITECO's Sede Electrónica. CertificAhorro generates it automatically with the file data: applicant data (section A), identification of the action (B), energy savings (C), verification data (D) and responsible declaration (E).
What is the MITECO file naming convention?
MITECO's Sede Electrónica requires that each file in the dossier has an exact name: S1 (request), S2 (opinion), S2-I (report), S3-1 (memorandum), AC (commitment act), AP (participation agreement). An incorrectly named file causes automatic rejection. CertificAhorro generates the ZIP with the correct naming convention.
What does CertificAhorro do when the Gestor Autonómico requests a correction?
CertificAhorro lets you record the 'Subsanación requerida' status in the file timeline, add the GA's observations, and update the status to 'En instrucción' once it is resolved. A visual alert appears on the affected file.
How does Gestor Autonómico tracking work?
Each file has a GA tracking timeline with the statuses: Sent to Sede, Forwarded to GA, Under review, Correction required, Favorable resolution, CAE issued. Each update is recorded with date and observations.
What is the Registro Nacional de CAE?
Once the GA issues a favorable resolution, the National Coordinator (MITECO) registers the CAE in the Registro Nacional. Each registration has a unique registration number needed to settle the CAE. CertificAhorro lets you record this number and manage the settlement status.
Does CertificAhorro validate the CUPS automatically?
Yes. CertificAhorro validates the CUPS format in real time (ES + 16 digits + 2 control letters), a mandatory field on the MITECO Sede. If the CUPS is not valid, the system alerts you before it affects the file.
What happens if the calculated savings do not reach 30 MWh?
CertificAhorro displays a real-time progress bar and blocks progression to 'Expediente listo' if the savings do not reach the minimum threshold of 30 MWh per file (art. 14.6 Orden TED/815/2023). The message indicates exactly how many MWh are missing.
Which documents are mandatory to advance to each stage?
For 'Expediente listo': D1-D5 + Acto de Compromiso + CUPS + Beneficiary. For 'Verificado': Acuerdo de Participación + Dictamen Favorable + Informe de Verificación + opinion number. For 'CAE emitido': Registro Nacional number + GA confirmation.
Does CertificAhorro cover singular (non-standardized) actions?
Yes. In addition to the 114 standardized fiches, CertificAhorro implements the complete workflow for singular actions in accordance with Chapter V of Orden TED/815/2023: mandatory technical memorandum, documented calculation methodology, measurement period and energy audit with the applicable regulatory blocks enforced (memoriaTecnicaUrl, metodologiaCalculo, periodoMedicionDias, auditoriaEnergeticaUrl).
How does the grouped application (article 14) work?
In accordance with article 14 of Orden TED/815/2023, you can group several files from the same beneficiary into a single application to exceed the 30 MWh threshold. CertificAhorro offers a dedicated interface that validates the consistency of the common data (CCAA, period, beneficiary) and generates the grouped file in accordance with the regulations.
What legal value does CertificAhorro's electronic signature have?
CertificAhorro implements the simple electronic signature (SES) in accordance with article 25 of EU Regulation 910/2014 (eIDAS). An electronic signature cannot be denied legal effect or admissibility as evidence in legal proceedings on the sole ground of its electronic form. Each signature generates a SHA-256 hash of the document, a verifiable timestamp and a complete audit trail (IP, user agent, sequence of events). The SES is sufficient for the CAE file documents (Acto de Compromiso, Acuerdo de Participación, Dictamen, D1-D5). Submitting the S1 form on the MITECO Sede requires a qualified certificate (QES) from the legal representative and is done directly on the Sede.
What is Sofía, CertificAhorro's AI assistant?
Sofía is the conversational assistant integrated into CertificAhorro, trained on the 114 IDAE fiches, Real Decreto 36/2023, Ordenes TED/815/2023 and TED/845/2023, RDL 7/2026 (heat pumps), Resolución 11/12/2024 (CO2 coefficient) and all the platform's features. It cites the BOE articles in its answers, tells you which fiche to apply, the missing documents, the errors to correct, and guides you step by step through each stage of the file. Available on every page of the product, in all plans, at no additional cost.
What is CertificAhorro's level of regulatory compliance?
The internal audit of April 2026 assessed 156 control points across 10 domains (authentication and sessions, RBAC access control, input validation, data protection, order book integrity, traceability, infrastructure, resilience, CAE compliance and code quality) and achieved strict coverage of 99.3% (151 COMPLIANT + 1 justified PARTIAL out of 152 applicable points, 4 not applicable, 0 NON-COMPLIANT). The only PARTIAL point corresponds to F6.10 tamper-evidence, documented with compensating controls (daily external CSV copy signed with SHA-256, PostgreSQL immutability triggers and restricted DB access).
