The delegated subject is the cornerstone of the Energy Savings Certificate system in Spain. Accredited with MITECO, the delegated subject takes responsibility for submitting CAE issuance applications, coordinating technical verification and managing the entire administrative cycle through to registration in the Registro Nacional. This guide details each stage of the process and the tools that CertificAhorro provides to delegated subjects to optimize their operations.

How does a CAE delegated subject get accredited in Spain?

Accreditation as a delegated subject is processed with MITECO in accordance with Real Decreto 36/2023. The candidate must demonstrate sufficient technical capacity to assess energy efficiency actions, set up a financial guarantee that backs their activity and commit to a minimum volume of certificates. Once accredited, the delegated subject is authorized to receive files from intermediaries, coordinate verification with ENAC bodies and submit applications through MITECO's electronic office.

What is a delegated subject's complete CAE processing workflow?

The complete cycle of a CAE file from the delegated subject's perspective begins with the receipt of the dossier prepared by the intermediary. The delegated subject carries out an internal review of the documentation and the calculations and, if they detect issues, requests corrections before proceeding. Once validated internally, the file is sent to the ENAC-accredited verifier, who issues a technical opinion. With the favorable opinion, the delegated subject completes and submits the S1 form on MITECO's electronic office. From there, the file goes to the Gestor Autonómico of the relevant autonomous community, which reviews it and issues a decision. If the decision is favorable, the CAE is registered in the Registro Nacional and becomes available for settlement with an obligated party.

What is the S1 form of the Sede MITECO?

The S1 form is the official application document for the issuance of Energy Savings Certificates submitted through MITECO's electronic office. It contains the delegated subject's identification data, the technical information of the action, the calculation of the verified savings and the file's documentary references. What does the ENAC verifier review in a CAE file?

The verifier accredited by ENAC (Entidad Nacional de Acreditación) carries out an independent review of the file. Their analysis covers the documentation's compliance with the requirements of RD 36/2023, the correct application of the relevant IDAE form, the consistency of the technical parameters used in the savings calculation and the verification that the action has actually been carried out. The most common grounds for rejection include inconsistencies between the technical report and the applied form, insufficient photographic documentation or an Acto de Compromiso dated after the works. The verifier's favorable opinion is an essential requirement to submit the application to MITECO.

How does Gestor Autonómico tracking work and what are the deadlines?

After the S1 form is submitted, the file is transferred to the Gestor Autonómico (GA) of the autonomous community where the action was carried out. The GA reviews the file and may request a corrective filing if it detects issues. The typical file states during this phase are: PENDIENTE_ENVIO, TRASLADADO_GA, EN_REVISION, SUBSANACION_REQUERIDA and RESOLUCION_FAVORABLE. Deadlines vary by autonomous community, but the decision can take several weeks. What happens after a favorable decision: Registro Nacional and settlement

From registration onward, the delegated subject can proceed with settlement: the CAE is transferred to an obligated party (typically an energy retailer) who uses it to meet their obligation to contribute to the energy savings system, partially replacing their contribution to the FNEE. How to manage a network of intermediaries as a delegated subject?

A delegated subject usually works with multiple intermediaries (installers, engineering firms, ESCOs) who send files from different parts of Spain. Managing this network requires traceability per file, documentary quality control and role assignment within the team.
