Who are the CAE delegated subjects in Spain?

Delegated subjects are the companies accredited by MITECO to operate within the Certificados de Ahorro Energético system. Their role is central: they receive the files prepared by intermediaries, coordinate verification with ENAC bodies and submit issuance applications to the MITECO electronic office. Currently, 66 entities hold this accreditation in Spain.

How is delegated subject accreditation obtained from MITECO?

Accreditation is processed in accordance with Real Decreto 36/2023 and Orden TED/815/2023. The applicant must demonstrate technical capacity to assess energy efficiency actions, provide a financial guarantee and commit to a minimum volume of certificates. MITECO evaluates each application and, if approved, registers the entity in the official directory of delegated subjects. The accreditation is renewable and subject to periodic supervision.

What types of companies are delegated subjects in Spain?

The directory includes varied profiles: energy service companies (ESEs), engineering firms specialised in energy efficiency, large industrial groups with energy divisions, technical consultancies and some suppliers that have chosen to act also as CAE generators. This diversity reflects the breadth of the Spanish CAE market and the different positioning strategies of the sector's players. Some delegated subjects operate nationwide, while others focus on specific sectors or autonomous communities.

How to choose a delegated subject to process your CAE?

For an intermediary (installer, engineering firm, ESCO), choosing a delegated subject is a strategic decision. The usual criteria include: the delegated subject's experience in the relevant activity sector (industrial, tertiary, residential), its geographic coverage, the economic terms of the collaboration (revenue sharing per CAE), the speed of processing and the quality of its communication throughout the process. A delegated subject with a high volume of files usually has more structured processes, but may also be less flexible on commercial terms.

What is the relationship between delegated subject and intermediary?

The intermediary identifies the energy efficiency actions, prepares the technical and documentary file and transmits it to the delegated subject. The delegated subject verifies the file's compliance, sends it to the ENAC verifier, submits the S1 form to MITECO and manages the follow-up through to CAE issuance. Once the certificate is registered in the Registro Nacional, the delegated subject proceeds with the settlement with the obligated party. The revenue generated is shared between the delegated subject and the intermediary according to the agreed terms.
