The Commitment Act must be signed BEFORE work begins (article 8 RD 36/2023). A complete guide on what it is, what it must contain and how to register it.

The Commitment Act in the CAE system

The Commitment Act is the prior agreement between the delegated subject and the beneficiary (end user) that formalises the commitment to carry out the energy saving action.

The absolute rule: before work begins

Under article 8 of RD 36/2023, the Commitment Act must be signed STRICTLY before work begins. This rule is inviolable.

Consequences of failing to comply

If the Commitment Act is signed after work has begun, the file is inadmissible. There is no possibility of appeal or correction. The file is permanently rejected.

What the document must contain

The Commitment Act must include: identification of the delegated subject, identification of the beneficiary, a description of the action, the signature date (prior to the start of work), and the signature of both parties.

How to register it in CertificAhorro

In the 'File' tab, 'Commitment Act' section: 1) Record the signature date, 2) Upload the signed PDF. CertificAhorro automatically blocks progress if the commitment date is later than or equal to the start of work.
